Health Care Challenge Project:
You are required to reach out to, and collaborate with, a “knowledgeable expert”
of their choice, outside of class, who will recommend research sources, serve as a
sounding board, and otherwise provide input, feedback, and support as agreed
with the student. Selecting and collaborating with a knowledgeable expert is a
required research activity, and each team member must complete this activity.
Scenarios
The Challenge Project invites students to develop an innovative solution to solve
a national or global health care challenge. Students will select one scenario (This
is the scenario I selected : Aggregating Consumer Health Data)
The scenario is based on real challenge for which government agencies, nongovernment organizations, trade groups, and other stakeholders seek the
collaboration of public and private sector participants to devise solutions to
pressing issues in health care, using prizes to promote innovation.
The challenges reflected in the list of scenarios were adapted from posts on
platforms such as www.challenge.gov (Links to an external site.)
, which is administered by the U.S. General Services Administration in
partnership with ChallengePost. This, and other similar platforms, are used by
federal government offices, e.g., the National Coordinator for HIT, multiple
agencies within the U.S. Department of Health & Human Services, and other
government entities, to solicit collaborative problem-solving with the private
sector.
In addition to the learning objectives that follow, and the specific factors that are
unique to the chosen scenario, students should maintain a clear line of sight to
the attributes of the Learning Health System envisioned by the Institute of
Medicine, and consider how their proposed solution contributes to it.

Through successful completion of this project, students will be able to:

Challenge 5: Aggregating Consumer Health
Data
Background
The transformative power of digital platforms, the evolution of the Internet of
Things, and growing interest in the “quantification of self” movement are all
credited with sparking consumers’ interest in understanding and tracking their
own bodies and activities. In this environment, health and wellness information is
not confined to health care providers’ records systems. A great deal of potentially
valuable data is generated by patients and consumers themselves, outside of
clinical settings and collected by personal tools including wearable devices,
sensors, and smartphones. Unleashing the real value of this patient-generated
data requires applications with the ability to capture the full array of consumer
and patient health data, regardless of where it is collected. These applications
must be able to integrate and consolidate this data, which is being collected
continuously and not just during scheduled medical appointments. The lack of
interoperability between electronic health record (EHR) systems continues to
pose a significant barrier. Enabling data to move between vendor systems at
different providers, and to third-party applications for direct access by
consumers, presents a use case that would enable patients to play a more active
and empowered role in managing their own health. Facilitating the seamless
movement of data so it follows the patient from one provider to another is a
primary goal of the transition to EHR systems.
Your Challenge
Your task is to envision and propose a plan that describes the ideal attributes and
functionality that should frame the development of third-party, consumer-facing
applications to aggregate consumer and patient data. You will describe your
strategy for achieving the free flow of a patient’s data among multiple health
care providers using different EHR systems. Your solution will clarify what needs
to be done so consumers and patients can conveniently, and electronically,
access their health information from these disparate vendor systems. You will
report on the status of HIT systems interoperability and its impact on the
evolution of patient-centered care. Your proposed application will include a
strategy for integrating patient-generated data collected by health, wellness, and
fitness applications, including wearable devices and sensors, which consumers
and patients use directly. Share your strategy for enabling individuals to
aggregate all their health-related data in one place, under their control. You will
apply knowledge of HIT and informatics to address obstacles that must be
resolved so the potential of patient-generated data can be maximized. Identify
and discuss cultural and social changes related to this challenge, as well as
relevant, and potentially competing, ethical principles of concern to individuals,
their health care providers, and other stakeholders.
Your proposed solution should consider factors that include, but are not limited
to, the following:

• The role of application program interfaces (APIs), including Fast Healthcare
Interoperability Resources (FHIR) standard
